benchweave-sdk registry transfer

Transfer a release to another publisher — transfer is re-vetting (Q9).

benchweave-sdk registry transfer [OPTIONS] RELEASE

The record’s consents carry both publisher ids (the registry gate’s landed semantics), the vetting reference is the canonical publishers.json# citation, and the receiver must hold a publishers.json vetting block — the same refusals the registry’s records CI makes. Future releases of the plugin publish under the receiver’s namespace; existing release paths are immutable history.
