Withdraw a submission -- pre-acceptance only (contributor).

Refuses once a publish record exists ('withdraw_after_publication:'): post-signing withdrawal is an advisory or an unlist, never a silent disappearance (CR-32). The CR-56 kind tag is required -- no default.
