Report the project's pinned SDK version against the installed one.

Fully offline (issue \#347 WS1b): reads the benchweave-sdk== requirement that `new` writes into \[project.optional-dependencies\] test -- a mutable declaration, not a provenance record -- and compares it, normalized, with the running SDK. A version mismatch is reported, never failed on; `check` stays the conformance gate; `doctor` only diagnoses.
